—Address the racial wealth gap with Baby Bonds
An Act establishing Massachusetts Baby Bonds program (HB3429/SB2146/HB48)

Establish a program for at-birth publicly funded accounts for children enrolled in the state cash assistance program or in the Department of Children and Families foster care system in Massachusetts.
—Ensure opportunities to fund affordable housing
An Act granting a local option for a real estate transfer fee to fund affordable housing (HB3056/SB1937)

Allow cities and towns to choose to levy a local fee on high-end real estate sales, with revenue placed into the municipality’s affordable housing trust fund.

Improve the state Earned Income Tax Credit (EITC) and the Child and Family Tax Credit (CFTC). Expand access to the state EITC to taxpayers filing with Individual Tax Identification Numbers who currently do not qualify, addressing an inequity that prevents otherwise eligible families from receiving this critical support.

An Act combatting offshore tax avoidance (HB3110/SB2033)

Curtail tax avoidance by multinational corporations with profitable operations in Massachusetts that are currently shifting profits to offshore tax havens. Unlike most other New England and mid-Atlantic states, Massachusetts does not follow the federal practice of taxing 50% of Global Intangible Low-Taxed Income (GILTI). Adopting this approach would generate hundreds of millions annually and make our tax structure more equitable for small, local businesses.
