Anthony Clough
Anthony is an Education Policy Analyst at MassBudget, focusing on K-12 and higher education policy.
Anthony began his career as a Research Associate at the Worcester Regional Research Bureau, where he conducted policy research and analysis on education, policing, and municipal budgets in the City of Worcester and across Worcester County.
Anthony’s work at the Bureau focused heavily on school facilities policy. He was a co-author of Fixing the Foundation, a joint research report by the Worcester Regional Research Bureau and MassINC that examined the condition of public school buildings across Massachusetts and the state policies governing school construction and renovation. The report highlighted inequities in how school facilities are funded and maintained, underscoring the ongoing need for deep, equitable policy solutions to fix and sustain the state’s public schools.
Prior to his work at the Bureau, Anthony served as a Graduate Research Assistant for the University of Massachusetts Amherst Commonwealth Honors College Murray Professorship while completing his master’s degree in public policy. In that role, he assisted with an ethnographic research project examining Honors College students’ academic experiences and the institutional and structural barriers they faced in completing their undergraduate theses.
Anthony is motivated by a commitment to ensuring that historically marginalized students and underresourced schools receive the sustained public investment necessary to provide a high-quality education.
