- Line items that start with 1595- are typically referred to as "operating transfers." Operating transfers provide funding to supplement other sources of revenue for off-budget trusts.
- In FY14, there is a one-time increase of roughly $80 million in the Mass. Transportation Trust to forward-fund the regional transit authorities (RTAs) so that they no longer have to borrow to fund operations.
