  • In order to allow for better year-to-year comparisons of campus funding, MassBudget makes an adjustment to FY13 funding for this consolidated collective bargaining reserve, redistributing the funding to each of the separate line items funding collective bargaining throughout the state colleges and universities.
  • In order to make the most accurate year-to-year comparisons, consider both campus appropriations and funding for the campuses included in collective bargaining reserves.
  • Line items that start with 1599- are typically referred to as "reserve accounts." These often fund non-recurring costs, such as costs for natural disasters, start-up costs, and initial payments for collectively-bargained pay increases.
