Notes
- In FY16, a total of $6 million for emergency services in southeastern Mass. shifts from line items in the Dept. of Mental Health to MassHealth Fee-for-Service (4000-0700).
- In FY15, $47.9 million shifted from MassHealth Fee-for-Service (4000-0700) to the Hutchinson Settlement (4000-1425) for $34.3 million, PCA training (4000-0050) for $1.0 million, and $12.6 million for Community Residential Supports for the Developmentally Disabled (5920-2000).
- Starting in FY10, funding for MassHealth Fee-for-Service included MassHealth funding for the early intervention program. In FY13, an additional $4.3 million for early intervention shifted into MassHealth. In prior years, this MassHealth funding was included in the total for the Early Intervention line item (4513-1020) in the Dept. of Public Health.
- In FY14, approximately $11.0 million shifted from MassHealth Fee-for-Service Payments (4000-0700) and $6.8 million from State Facilities for the Developmentally Disabled (5930-1000) to provide $11.9 million for Community Day and Work programs, $5.5 million for Community Residential Supports, and $509,000 for State-Operated Residences within the Dept. of Developmental Services.
- Use caution comparing funding for this line item FY10-FY11. In FY11, funding for information technology was taken out of this line item and shifted to a centralized information technology account. The exact amount of this accounting change is not available.
- Funding for MassHealth often shifts among line item appropriations and special trust funds from year to year, so it is helpful to look at total MassHealth and Health Reform funding, rather than at individual line items to get a sense of funding over time. In many years, the Administration has also been allowed to transfer funding among the MassHealth program line items without additional legislative approval. This means that there may be a meaningful difference between the budgeted amount and actual spending for individual line items, and that funding budgeted for one line item is ultimately spent in another.
