Notes

  • Funding for health care cost containment and health care reform initiatives has moved among various line items, so they are all grouped together.
  • The Health Care Quality and Cost Council is funded by a separate line item within the Office of Medicaid from FY08-FY10. In FY08, there is also an unspecified amount of funding for the council in the Health Care Cost Containment Reserve. In FY09 there is additional revenue for the Council in the line item funding Health Information Analysis. In FY11, funding moves to the Division of Health Care Finance and Policy, and is included as an earmark without specified funds in the line item funding the Division, and there is an additional retained revenue line item from FY11-FY13.
  • Line items that start with 1599- are typically referred to as "reserve accounts." These often fund non-recurring costs, such as costs for natural disasters, start-up costs, and initial payments for collectively-bargained pay increases.
